planning part of the study constitutes the theoretical
basis, where planning priorities and principles as well as the counterparts
involved are explained in detail. After the description of the preliminary
findings and problems, the strategies and options based on the local and
regional potentials are explained. Further details are explained in the Plan of Action. In this part, all the proposed measures are exactly worked out.
