360 does not propose a tabula rasa approach. Quite on the contrary, it explicitly
takes into account the current urban development plans, for a proposal for future
development will only be successful if it relates to existing planning policy
to a certain extent. The new flattened ring structure highlights some parts of
the existing infrastructural and urban structure, while it downplays others. Furthermore,
it adds new connections to it. Thus, Helsinki 360 creates a new network.
Combining an upgraded version of the existing main public transport system with
the newly-developed GHR Ring Line, this network will enable the development of
a variety of both new and existing nodes that are well connected by both new and
existing infrastructure.
